Covid Response and Recovery Review - Co-Funded Payroll Scheme
The Corporate Services Scrutiny Panel [the Panel] is writing to you regarding the COVID-19 Co- Funded Payroll Scheme [the Scheme], on which the Panel is conducting scrutiny as part of its Covid Response and Recovery Review.
The Panel has received over 50 written submissions by members of the public for its review of the Co-Funded Payroll Scheme which appear to have highlighted a number of issues in the administration of the scheme, largely concerning the execution of auditing and repayment demands. The Panel would be obliged if you could confirm if members of the Public can make a complaint to the States of Jersey Complaints Panel (the Complaints Panel) for specific cases, noting that no formal appeal process is established for the Scheme, in neither application nor repayment.
The Panel would also appreciate it if you could indicate if any complaints have been raised with the Complaints Panel on matters relating to the Co-Funded Payroll Scheme, and if so, how many? The Panel understands you are not obliged to share this information; however it would aid the Panel in its ongoing review work of this matter if you can provide clarification.
As you will appreciate this is a time sensitive matter and as such the Panel would appreciate a response by Monday 11 April 2022.
