Chair, Children, Education and Home Affairs Scrutiny Panel

BY EMAIL

3rd November 2022

Dear Deputy Curtis ,

Thank you very much for your letter of 27th October 2022. Please find below the answers to the Panel's questions regarding the Common Strategic Policy.

1.How  many  children  living  in  Jersey  are  eligible  for  free  General  Practitioner (GP)appointments under the Heath Access scheme?

As of 1 November 2022, a total 2,642 children and young people up to the age of 17.

2.How many children living in Jersey are not eligible for free GP appointments under the Health Access scheme?

Eligibility for membership of the Health Access Scheme is extended to children and young people who are members of Income Support Households. The Government does not hold information on people who may be eligible for Income Support but do not apply.

Comparing the number of children who were members of Income Support households and included in the Health Access Scheme at the time of the 2021 census, with Census population numbers – approximately 14,000 children and young people do not access care under the scheme

3.What has been the cost to the Government for subsidising GP appointments for children in the past 4 years?

(If possible, please indicate the costs incurred under the Health Access Scheme separately and also breakdown any numerical response by year, if possible).

Notes:

The Health Access Scheme was launched in December 2020. A minimal amount of spend would be attributed to 2020 and invoices for 2020 were processed in 2021, therefore any Dec 2020 spend has been added to 2021

The remote consultation service was launched in March 2020

The table below does not include government expenditure to deliver flu vaccination, childhood vaccinations or 6-month baby check services.

2020 may prove to be an atypical year due to Covid-19 and disruption to services
