11th April 2023 Dear Chief Minister,
Corporate Services Scrutiny Panel
Resignation of the Government's Chief Executive Officer – Follow Up
Thank you for your letter dated 6th April 2023. Subsequent to the receipt of your letter, the Corporate Services Scrutiny Panel (the Panel) met on 11th April 2023 to discuss the response. The Panel is thankful for the recruitment timeline that has been provided, which it deems to be very useful. However, has agreed to request further clarification in respect of the following extracts from within the response.
"There have been no formal grievances raised, or investigations undertaken, relating to unacceptable behaviour by Ministers or senior civil servants since we have come into office I am aware that from time-to-time relationships can get strained, as they do in any organisation. These are usually resolved informally, often with the support of the Chief Executive or other senior officers."
- Considering that no formal grievances have been raised with you and that generally any concerns raised are resolved informally, can you please disclose:
- An overview of all the concerns (not only "formal grievances") raised by Ministers and Government Civil Servants regarding unacceptable behaviour that have been resolved informally during your term of office.
- Any records of concerns (not only "formal grievances") raised by Ministers and Government Civil Servants regarding unacceptable behaviour that have fallen short of being classed as formal complaints.
"Beyond the initial discussions of the advisory panel, conversations have not taken place in relation to our policy on the role of the Chief Executive Officer. I have, of course, discussed this issue with the CEO to seek her views and to understand her experience of the past 13 months in role."
- The date of the first occasion where you discussed the structure of the Chief Executive Officer (CEO) role with the CEO.
The Panel would be grateful to receive a written response and the requested documentation by no later than Wednesday 19th April 2023. Please be aware that it is the Panel's intention to publish the response it receives on the States Assembly Website. In instances where you identify information that should remain private, please provide the relevant exemption under the Freedom of Information Law.
Yours Sincerely,
Deputy Sam Mézec
Chair
