15th February 2023 Dear Chair,

Corporate Services Scrutiny Panel

Organisation for Economic Co-operation and Development Two-Pillar Tax Initiative

The Corporate Services Scrutiny Panel discussed at its meeting on 14th February 2023 the briefing received jointly with the Economic and International Affairs (EIA) Panel on 6th February 2023 regarding the Organisation for Economic Co-operation and Development (OECD) two- pillar tax initiative.

The Panel notes the transfer of responsibility of the Financial Services Portfolio to the Chief Minister and moreover, that the scrutiny of the Financial Services Portfolio remains the responsibility of the EIA Panel, in line with the Standing Orders of the States of Jersey. We wish to understand the EIA Panel's short-term intentions for the scrutiny of this workstream, as elements of the OECD workstream are within the scrutiny remit of our Panel.

Considering the above, we would be grateful for an update on the EIA Panel's intended scrutiny approach and also wish to offer our support in scrutinising this workstream should this be required by the EIA Panel.

We would value the collaboration of the EIA Panel in ensuring appropriate scrutiny of this important workstream and would, therefore, appreciate to receive a formal response by Wednesday 22nd February 2023. Please be aware that it is our intention to publish the response received on the States Assembly Website.

Yours sincerely

Deputy Sam Mézec

Chair
