Corporate Services Scrutiny Panel S.R.20/2022 – Recommendation 18

Thank you for your recent correspondence in relation to the Panel's concerns regarding your position on our recommendation 18 from the Panel's review of the Government Plan 2023-26 (S.R.20/2022) on the inclusion of speculative savings in the Government Plan.

The Panel discussed the correspondence at its meeting this morning and noted that although some aspects of the response were satisfactory, there were still concerns regarding the inclusion of  speculative  savings  in  future  Government  Plans,  as  previously  discussed.  While  we acknowledge that our concerns have been considered, we believe it would be beneficial to explicitly request that any mention of speculative savings be excluded from future Government Plans.

To address this matter, the Panel has agreed to formally request that future Government Plans refrain from including speculative savings in accordance with the recommendation made by the Fiscal Policy Panel in its 2022 Annual Report in relation to Value for Money. Therefore, the Panel would appreciate to receive in a written response your categorical assurance that the Government Plan 2024-27 will not include any speculative savings for the year of 2024 as well as for all subsequent years. If you are minded to agree to our request, it would satisfy the concerns raised by the Panel.

The Panel look forward to receiving a formal written response by no later than Wednesday 5th July 2023. Please be aware that it is our intention to publish the response received on the States Assembly Website.
