Dear Assistant Chief Minister, Financial Services Remit

Thank you for your attendance upon the Panel in the recent Quarterly Hearing of 21st April 2023. During the hearing we discussed your appointment and the remit of the ministerial portfolio for financial services. Further clarification of this topic would be useful and we would be grateful if you could:

  1. Identify the membership and planned meeting schedule of the ministerial oversight group?
  1. Outline what experience and expertise of financial services each member brings to that group?
  2. Highlight any potential conflict of interest within the ministerial oversight group, and explain protections against this?
  1. Confirm the political authority and responsibility for financial services, noting that indication was given that the Chief Minister may continue to direct Officers and that you would be their main "point of contact"? Which Minister in the ministerial oversight group would have ultimate decision making power?

a.  Explain the protocol and process of decision making under the remit of financial services? This would include policy development, legislative drafting and general choice resolution.

  1. Outline how this confirms to the alignment of government departments to provide for direct accountability of ministers sought by the Chief Minister in other areas of the organisation ?
  2. Explain the practical interaction of the ministerial oversight group with the Council of Ministers, as well as separate individual Ministers?

We would be grateful if you could respond to this no later than Tuesday 2nd May 2023 in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.
