3rd May 2023

Dear Mr Ringsdore, Supply Chain Resilience

The Economic and International Affairs Scrutiny Panel is writing to you following discussion of the topic of supply chain resilience in Jersey.

The Panel believes this is of continued importance to the Island. We are aware of the freight logistics market study undertaken by the Jersey Competition Regulatory Authority (JCRA) last year. The Panel also notes the possibility that the recent planning application in relation to Elizabeth Harbour (P/2023/0062) submitted by the Ports of Jersey may have relevance in this respect.

Mindful that the JCRA's mandate is to promote competition, the Panel would be interested in gaining further views of the JCRA on any current or future threats to the Island's supply chain and how these may be mitigated. We would appreciate you informing the Panel of the extent to which the JCRA's work for its freight logistics market study has:

investigated and assessed risk to supply chain resilience; and

the extent to which the market can take competition,

in making its recommendations.

I would also be grateful if you could identify what consultation has taken place with you, on the topic of the Island's supply chain resilience, by the Ports of Jersey, Minister for Economic Development, Tourism, Sports and Culture, Council of Ministers, the wider Government of Jersey and other stakeholders. This would include dialogue around the development of Elizabeth Harbour, and the JCRA's freight logistics study.

If you have any questions regarding this or our work in general, please do not hesitate to contact me. Please note that unless otherwise stated, all letters will be uploaded to the Scrutiny website as a matter of course. We will however respect confidentiality should this be your preference.

In view of the currency and importance of this topic, the Panel would appreciate a response to this letter at your earliest convenience.

Yours sincerely,

Deputy Moz Scott

Chair
