Dear Minister,

Memorandum of Understanding on Cultivation of Cannabis

The Panel is writing to gain your views on the publication of the Memorandum of Understanding (MoU) between the Home Office and the Minister for Health and Social Services in relation to the cultivation of cannabis.

Having noted a recent question to the Minister for Health and Social Services (WQ.208/2023) the Panel understands that the MoU cannot be disclosed without the consent of both parties and recently questioned the Minister for Economic Development, Tourism, Sports and Culture on this topic who indicated that in general any government communication is not shared as diplomatic practice.

Bearing in mind the Chief Minister's stated desire to improve government transparency, please advise what actions can be taken to enable publication of the MoU and possibly to accelerate the publication of MoUs generally ?

We would be grateful if you could respond to this no later than Friday 9th June 2023 in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.
