8th February 2023

Dear Minister,

P.4/2023 - Draft Sanctions and Asset-Freezing (Amendment No. 3) (Jersey) Law 202-

The Panel received a briefing from officers on 6th February 2023 via Teams on P.4/2023 - Draft Sanctions and Asset-Freezing (Amendment No. 3) (Jersey) Law 202-.

We were advised during the briefing that no prior consultation has been undertaken with industry stakeholders regarding the proposed amendments. We understand that some consultation was due to take place immediately before the proposition was lodged (i.e. 6th February). The Panel has agreed to undertake a short call for evidence with industry stakeholders asking what their views are on the proposed amendments. It is the Panel's intention to present comments to the amendment in due course.

We may wish to invite you to a public hearing to discuss the responses received by the Panel and if so, our officer will be in touch to arrange a mutually convenient time. In the meantime, it would be helpful to know which stakeholders have already been contacted by the Department.

If you have any questions regarding this or our work in general, please do not hesitate to contact me.

Yours sincerely

Deputy Moz Scott

Chair
