Dear Minister,

Licensing Law - Update

The Panel has recently discussed Licensing Law status and would be grateful if you could provide an update. In particular, could you provide a response to the following questions:

  1. We note that the  Jersey Competition Regulatory Authority (JCRA) published its  report following a market study on Alcohol Pricing and Promotions. How many of these key findings and recommendations have been implemented and are you working with the JCRA on any of these findings?
  2. Can you provide an update on reviewing Licensing Law, noting the outline of the Ministerial action in your delivery plan (MEDTSC P.2.3):
  1. When will you establish a plan for review of the Licensing (Jersey) Law 1974?
  2. Ministerial  Action  P.2.3  mentions  review  of  previous  consultations  with  industry stakeholders and submissions to the States on  licensing law reform. Will fresh consultation take place as part of any new review, outside establishment of the highlighted consultative stakeholder group?
  3. Is the consultative stakeholder group the same as the working group described to the previous Panel in the Public Hearing of 26th February 2021? What progress has been made in establishing this?
  4. When could any legislative changes be anticipated, and will you forward any law drafting instructions to the Panel once formed?

We would be grateful if you could respond to this no later than Friday 31st March 2023 in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.
