Health and Social Security Panel JCM Independent Oversight Board (IOB)

Dear Minister,

The Panel had a very informative and helpful meeting on 16th March 2023 with the Chair of the IOB, which was set up to oversee the delivery of the Jersey Care Model. The Panel found the report that the Board produced on 16th February – Assessment of the Review of the Jersey Care Model' - particularly useful and is grateful to the Board for summarising its work to date concisely, in one document.

During the meeting, we discussed the future purpose of the IOB and whether there was a need for its assistance going forward. The Panel wishes to confirm that it agrees with the Chair that, given the JCM programme is no longer being delivered and therefore governance of it no longer required, the IOB should cease, and its work should come to an end. The Panel, however, also agrees with the recommendation made in the report that the IOB oversight function should be undertaken by a sub-committee of the new HCS Board that focuses on organisational change initiatives/capital programmes.

The Panel would ask that you consider its recommendations and would be grateful if you could confirm your future intentions for the IOB as soon as possible.
