Re: Requests for Ministerial Updates
Thank you for your letter dated 23 January 2023, and please see updates as requested. I trust these will be of use to the Panel.
Government Plan Amendment
- An update on the impact, if any, of the Panel's amendment to the funding of the Jersey Care Model on the Health and Community Services Department and its work programme.
The financial impact is a reduction of £3.2m for 2023 as the amendment had also resulted in legislation changes being withdrawn to enable the transfer of 2022 underspend to 2023. Therefore, the current workplan needs to be reduced to £6.1m for 2023. A workplan is being developed to review the existing and planned activities and costs and I will make a decision on a revised workplan by the end of February.
JCM Independent Oversight Board
- A copy of the Minutes from all of the meetings that have been held by the Board since being established.
The Government of Jersey does not hold the minutes of the Independent Oversight Board (IOB). These may be requested directly from the Chair, Mike Greenwood. The IOB has produced a number of reports as a result of their meetings and these reports have been shared with the previous Panel. They are attached as appendices for information.
Health and Care Board
- An update on the progress made for appointing Members of the Health and Care Board and an explanation of the appointment process.
A fixed term Chair, Professor Mascie- Taylor was engaged in November 2022 for a 12- month period, following a process overseen by the Jersey Appointments Commission.
Recruitment for independent non-executive Board members will commence in mid- February, including open advertising in Jersey of these opportunities. This recruitment process will be overseen by the Jersey Appointments Commission.
A specialist search agency will support the recruitment process and a selection panel will shortlist and interview potential candidates prior to recommending appointable candidates to the Minister. The Minister will make the appointment decisions having had an informal meeting with all the candidates recommended by the panel.
The panel is expected to include the fixed term Chair, CEO of the Government of Jersey, an external health service expert, and a local patient/user representative with board experience. The work of the panel will be overseen and chaired by a Jersey Appointment Commission commissioner.
Ministerial Delivery Plan
- An estimated date for when you intend to present your Ministerial Delivery Plan.
It is expected that Ministerial Delivery Plans will be made available in early February 2023.
