Comptroller and Auditor General –

Learning from Previous Hospital Projects: A Follow Up Review

The Future Hospital Review Panel is aware that Ministers will be producing an executive response to the Public Accounts Committee in relation to the Comptroller and Auditor General's above referenced report by 27th June 2023. However, given the continued pace at which the New Healthcare Facilities Programme needs to progress, the Panel is keen that fundamental issues raised by the report are addressed in the short term.

Please provide information on the following areas.

  1. Which of the recommendations made by the C&AG in Appendix 2 to the C&AG report have already been implemented as has been indicated by the Chief Minister in media reports and how this implementation has been achieved?
  2. In light of the C&AG's conclusion that the Government should ensure there is clarity on the strategies and ambitions for delivery of Jersey's health services' kindly list the strategies which will provide the information needed to ensure that the Strategic Business  Case  provides  sufficient  evidence  for  the  New  Healthcare  Facilities programme to right sized and sufficiently future proof'.

Confirm whether the dates provided for the delivery of relevant Ministerial Priorities (such as the Private Patient Strategy) in the Delivery Plan – Minister for Health and Social Services are still accurate and, if not, update the Panel on anticipated delivery dates. The Panel is, as above, seeking clarity on the level of information which will be available to inform Ministers and the States Assembly about the scope, size and siting of healthcare facilities.

  1. Inform the panel:
  1. how the critical success factors for the New Healthcare Facilities Programme are being identified?
  2. who is or will be identifying, managing and monitoring the critical success factors?
  3. what is the process for appraisal of the critical success factors?
  4. who has or will have responsibility for meeting the critical success factors?
  1. What steps are being or have been taken to enhance the financial management of the New Healthcare Facilities Programme?
  2. Provide the Panel with the consultation plan (as distinct from the communication plan) for  the  New  Healthcare  Facilities  Programme,  including  the  consultation  with healthcare staff and external stakeholders which has taken place to date.

The Panel would be grateful for a response within five working days of receipt of this letter.
