2(1)(e) Policy and High Value Residents
Thank you for your letter of the 6th April, in which you provide a number of questions with regards to the 2(1)(e) Policy and High Value Residents. I have set out below answers to each of these in turn:
- Could you please outline consideration given to potential impact, and comparative value, of such businesses given the tight labour market currently experienced within the Island?
Consideration is given to businesses that are high value low footprint and help achieve a balanced economy. In the case of 2(1)(e) clients many of them are what we call the Intellectual Capital of the company, meaning they are often the founders or very senior people in the businesses they bring to Jersey or operate from Jersey.
- What consideration is given to the impact of family members, including distant ones, also moving to the Island with High Value Residents as licensees of properties, such as guest cottages owned by them, for example on elements such as housing for employees in the Island's various industries?
Details regarding accompanying persons is captured in the application documents but it is not possible to discriminate against clients with accompanying family members.
A separate application is required for any accompanying staff members and is subject to the same process as any other application. Adult family members wishing to work and live independently on the Island also have to make a separate application for residency.
- What consideration has been given to individuals that may offer benefit to the Island's economy, such as potential tech founders (who have yet to commercialise design), being included as High Value Residents despite not yet having established their business or holding the required net worth for consideration under the 2(1)(e) Policy?
The criteria for 2(1(e) residency is very clear and this form of licence is not open to people already resident in Jersey.
