Thank you for your letter dated 31st March. I have considered the Panel's suggestion to partially release business cases. While I maintain that Business Cases themselves should remain exempt given their function to inform during the decision-making process, and their inclusion of commercially sensitive information, I would observe that much of the information contained within business cases is provided in the public domain. In particular the context, background and outcomes. In the case of Government Plan business cases, for example, the Annex to the Government Plan provides the business case summaries for each of the items of Revenue Expenditure Growth whilst the Annual Report and Accounts provide for detailed breakdowns of departmental spending.
I will of course continue to provide private briefings and confidential copies of complete business cases to Scrutiny to ensure you remain able to provide confidence to the public that public money is being spent responsibly.
Reporting on value for money savings is coordinated within the Annual Report and Accounts structure which will detail savings achieved for each year of the Government Plan.
More broadly, the Department for the Economy is working with Statistics Jersey to ensure appropriate questions and indicators are included within future Business Tendency Surveys to allow for the delivery of the Future Economy Programme and Ease of Doing Business Workstream to be measured.
