Dear Deputy Mézec ,
Thank you for your letter dated 19 May 2023. Whilst I note that that Panel is aware that the programme team is preparing an executive response to the Public Accounts Committee (PAC) by 27 June 2023, your letter asks some specific questions that relate to the Comptroller and Auditor General's report that will be addressed in the response to the PAC.
In this context, and that of the considerable workload placed upon the programme team to deliver feasibility studies and a Strategic Outline Case by summer 2023, I respectfully ask that the Panel awaits the Government of Jersey's executive response to the PAC. This corresponds to the Panel's questions one to three.
I am aware that the programme team is small, and at this point I must ask them to prioritise the delivery of products that are on the programme critical path. This would not normally be my approach, as I aim to be constructive in the manner I work with Scrutiny, but I hope you will understand given the circumstances. I would also like to reassure you that your questions will be addressed in the executive response and can also be discussed at our briefing session on Tuesday 30 May.
In relation to those questions posed in your letter that are not directly linked to the C&AG report, please find responses below.
- What steps are being or have been taken to enhance the financial management of the New Healthcare Facilities Programme?
The financial processes and procedures in place in the New Healthcare Facilities Programme are, and continue to be, fully compliant with the Government of Jersey Public Finance Manual guidelines.
Financial records are updated in a timely manner and reported monthly to the Financial Management Group, the Senior Officer Steering Group and the Ministerial Oversight Group, prior to being shared with Scrutiny.
Further detail in relation to the C&AG recommendations will be included in the executive response to the PAC.
- Provide the Panel with the consultation plan (as distinct from the communication plan) for the New Healthcare Facilities Programme, including the consultation with healthcare staff and external stakeholders which has taken place to date.
The New Healthcare Facilities engagement framework for Health and Community Services staff will be shared with the Panel, appended to this response.
