Independent taxation legislation
Thank you for your letter dated 22 February 2023. I appreciate you taking the time, with the other members of the Corporate Services Scrutiny Panel, to attend the briefing on independent taxation provided on 16 February 2023.
I am pleased to provide you with the following clarifications, in reference to the numbered points in your letter:
- The draft legislation is planned to be lodged no later than 2 May 2023, for debate at the States sitting commencing on 13 June 2023.
- The Panel will be sent the draft legislation as soon as the next draft has been provided by the Legislative Drafting Office.
- See above. The next draft is expected by the end of February or early March.
- The lodging timeline will allow time for the Panel to provide comments and feedback prior to lodging.
- It is understood that being a taxation draft' as defined in Article 1 of the Public Finances (Jersey) Law 2019, the Panel will be unable to call in the draft legislation for further Scrutiny under Standing Order 72. Nevertheless, as set out above, I trust there will be sufficient time for the Panel to consider the draft legislation and provide comments before lodging.
