Requests for information – Public Accounts Committee

The Public Accounts Committee (PAC) would like to request information from the Corporate Portfolio Management Office (CPMO) in relation to the following matters.

IT Projects

As you will be aware, the PAC held its first Quarterly Public Hearing of 2023 with the Chief Executive Officer on 1st February. As part of its areas of questioning, the Committee asked about the process of One Gov IT Modernisation.

The Committee has considered the responses it received during the Quarterly Public Hearing, and would be grateful if you could provide answers to the following questions:

All IT Projects

During the Quarterly Public Hearing, the PAC was provided with an update regarding the roll out of the Integrated Technology Solution (Connect).

  1. Please could you provide details about any planned or ongoing IT projects that are separate  from  the  Connect  project,  taking  place  across  all  States  of  Jersey departments, including non-ministerial departments?
  2. Please could you provide a breakdown of the costs of these separate IT projects?
  3. Please could you confirm who has responsibility for any IT projects that are separate from the Connect project?

Technology Strategic Framework

The PAC learned during the Quarterly Public Hearing that a technology strategic framework working group had been established.

  • Please could you confirm whether the working group has responsibility for any IT projects that are separate from the Connect project?
  • Please  could  you  provide  the  terms  of  reference,  membership  and  any  project timelines that the group is working to?

Governance of Capital Projects

The PAC is aware of the recent news of Camerons Ltd. folding and that this will have had a knock-on effect and impact on ongoing Capital Projects within Government. The PAC would be grateful if you could provide the following information in relation to these matters:

  1. How projects have been updated within the CPMO as a result of the situation.
  2. Documentation of the processes followed in respect of the change in projects and the risk mitigation that has been applied as a result.
  3. Whether any of these affected projects have been included within the Capital Project Delivery Framework?

Projects within Ministerial Delivery Plans

The PAC has been reviewing the published Ministerial Delivery Plans and has noticed that a number of projects which appear to be new have been included as business as usual' and therefore may not fall under the auspices of the CPMO project delivery framework. The PAC would be grateful if you could provide details of the level of governance that will be applied to these projects and how they are to be managed if not included within the delivery framework for CPMO.
