11th January 2023

Dear Catherine,

Resilience against major crisis

I am writing on behalf of the Public Accounts Committee in a response to a JEP article which was published on Monday 9th January and raises questions about the Island's readiness and resilience in the face of a potential major international crisis. Whilst the Committee is aware that this is the opinion of one individual, it does raise points which the Committee has previously discussed in relation  to  the  overall  risk  management  approach  adopted  by  the  Government  of  Jersey. Furthermore, within the article, the response of the Government of Jersey is that the Island's resilience is a matter of national security and details are, therefore, not made public.

Given the concerns raised within the article and noting the ongoing work around risk management that the Committee is undertaking, I would like to request a private briefing on the Corporate Risk Register and an outline, in confidence, of the measures that are currently in place in order to safeguard the Island and mitigate against any international crises. The Committee would be happy to receive this information in the form of a private briefing alongside the briefing in relation to the Corporate Risk Register. I shall ask our Committee and Panel Officer to liaise with you in relation to a date and time for the briefing.

The article also alludes to a programme of ongoing work dedicated to resilience, including the development of a civil contingencies law, which I would be grateful if you could share details of in writing alongside the previous requests.

The Committee would be grateful of a response by 5pm on Wednesday 18th January. Yours sincerely,

Deputy Lyndsay Feltham Chair

Public Accounts Committee
