Gender Pay Gap Follow-up Review: Ministerial Response

I write in relation to a follow-up review on the Gender Pay Gap which was undertaken by a Review Panel during the previous term. The Review Panel presented its report on 13th April 2022 but, at the time of writing this letter, there has been no Ministerial Response to the report's key findings and recommendations.

As we were both members of the Review Panel, which was chaired by Deputy Doublet , I'm sure you'll  share  my  disappointment  in  there  being  no  formal  response  from  the  Government. Paragraphs 63 and 64 of the Code of Practice for Engagement between Scrutiny and the Executive state that Ministers will respond to reports within 6 weeks of publication. In cases where Ministers are unable to respond in the given timescale, an interim response should be presented within 6 weeks and a full response within 3 months.

At the time, the Review Panel did request a response by the 4th May, but was advised by the then Chief Minister that expediting a response within a shortened period was not possible. The Chief Minister did assure the Review Panel that Officers would prioritise their review of the report and provide the appropriate advice to the incoming Ministers as soon as the new Council was formed. I note that the Council of Ministers was formed in July 2022.

There have been a number of requests made to the Ministerial Support Unit (MSU) about this matter, but still no formal response has been received. The last message from the MSU was that an update would be received in January, but despite a prompt to the MSU in February, no update was received. I believe Deputy Doublet has also been in touch about this matter.

Given that the response is now extremely overdue, the Committee has requested that this letter is immediately acknowledged, and a full response is provided to the Committee by Friday 3rd March 2023.
