States Greffe

Deputy Elaine Millar , Minister for Social Security BY EMAIL

13th April 2023

Dear Deputy Millar ,

Work Permit Holder Welfare Review Panel

You will be aware that the above Panel is currently collecting evidence and information in relation to its review of the welfare of work permit holders living and working in Jersey. As part of this evidence, the Panel would be grateful for information on the following areas which fall under your remit as Minister for Social Security.

  1. What information is provided to work permit holders prior to or upon their arrival in relation to the collection of social security contributions as a result of their employment?
  2. What information is available at Customer and Local Services which is specific to work permit holders and their circumstances and working arrangements?
  3. The Panel is aware that new IT and data collection systems have recently been implemented at Customer and Local Services. Please could you detail how and whether work permit holders are identified in the system?
  4. Please could you outline how the data system identifies the accruement of time worked and access to any social security support by an individual (who may have held successive work permits)?
  5. Please identify how any contributions made by work permit holders are reflected in the support they are able to access and after what period this support is available?

Yours sincerely

Deputy Beatriz Porée
