Legislative Timeline for Public Entertainment Regulations

Thank you for your letter of 23rd April 2023 in which you outlined that you did not accept that eighteen months would provide enough time to sufficiently develop the anticipated legislation regarding the Public Entertainment Regulations (the Regulations).

The Panel has noted the lodging of the Draft Unlawful Public Entertainments (Jersey) Regulations 202-. (P.24/2024) which, if adopted, will extend the existing Regulations to the 20th July 2027. The Panel still holds concern that this timeframe risks further delay in introduction of any new events licencing legislation, especially as the date falls within the next political term.

As such, the Panel would be grateful if, following further consideration, you would be willing to lodge  or  accept  an  amendment  to  P.24/2024  to  set  an  expiry  the  Draft  Unlawful  Public Entertainments (Jersey) Regulations 202- as 30th April 2026. This would establish a return to the Assembly prior to the end of the term and allow for any further debate to take place prior to the 2026 purdah period.

We would be grateful if you could respond no later than Friday 24th May 2024 in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.
