Proposed Government Plan 2024- 2027 (p.72/2023): Fifth Amendment – A Scheme For Right-Sizing
Thank you for your letter requesting an update of my intentions and timeframe in respect of the above amendment. I am committed to bringing forward policy measures to support the efficient use of existing stock, particularly measures to encourage ‘right-sizing’ amongst households.
The programme of work in response to the amendment is divided into three areas. This reflects the importance of considering policy options for right-sizing in the context of the specific challenges and needs across different forms of tenure. I am proposing, therefore, that this work covers the following aspects of right-sizing:
Right-sizing in the open market;
Right-sizing for assisted purchase on rezoned land (Policy H5 of the Bridging Island Plan); and
Right-sizing in social housing.
The findings of the first two pieces of work, including potential schemes to support right-sizing, will be reported to the States Assembly by 31May 2024. The policy on right-sizing in social housing is connected to a broader review of the social housing rents policy, and the disincentives that it might create for households to right-size, amongst other matters. The findings and policy options will be presented to the Assembly in due course.
