Review of Goods and Services Tax

The Panel met with its adviser to discuss the key issues to be considered in the review and potential witnesses.

It was noted that Constable M. Jackson had agreed to join the Sub Panel  but  that   Deputy  A.  Breckon  had  declined  through  the pressure of other workload.

The Panel agreed that it was important to call for submissions from  a  broad  representation  of  groups  across  the  Island  and requested that a letter be sent to a list of consultees. It was agreed that  the  time  limit  for  submissions  would  coincide  with  the Treasury's own consultation period. The deadline therefore would be 20th June 2006.

The Panel agreed provisional dates for public hearings on 27th & 28th June and 12th & 13th July 2006, with further hearings to be decided as necessary. These dates to be in co-ordination with the hearings for review of the Zero/ten design proposal.

The Panel requested that a press release be prepared for issue early the following week and for a formal notice of the review to be inserted in the Jersey Evening Post.

Presentation from Treasury and Resources Minister

The Minister, accompanied by the Comptroller of Income Tax, the Director of International Finance and Mr B. Coutanche, Crown Agents, attended the Panel for a confidential discussion on the following

  • GST Financial Services Consultation paper
  • Zero/ten design proposal
  • 20% means 20% proposals

Review of Zero/Ten Design proposal

Members  of  the  Sub  Panel  joined  the  Panel  for  the  above presentation from the Minister, following which a discussion was held on the key issues and potential witnesses. The Panel agreed that it was essential to investigate what had brought about the changes from the original outline proposals.

 

The Panel formulated draft terms of reference for the review and MH agreed to publish them in the Jersey Evening Post the following

week,  subject  to  any  revision  following  further  consideration. Members  were  requested  to  send  any  such  comments  to  the

Scrutiny Office early next week.

The Panel considered a list of organisations to be consulted and MH/SP requested that a letter be sent requesting written submissions,

with a time limit of 30th June 2006. It also agreed to contact the

Tax Justice Network for its views of the design proposals.

It was agreed that the Chairman of the Sub Panel would issue a SP press release early next week.

The Panel requested that enquiries be made regarding possible visits to be made to Guernsey and the Isle of Man in order to discuss  their  fiscal  strategies  with  relevant  members  of  the government in those jurisdictions
