Minutes - The Panel approved the Minutes of the meeting held on 16th March 2006.

Chairman's report - The Panel received notes of the regular weekly meetings between the Chairman and officers, dated 22nd March 2006 and noted the following papers -

  1. Letter dated 14th March 2006 from the Treasury and Resources Scrutiny  Liaison  Officer  containing  a  briefing  report,  dated January 2006, on Revised Financial Forecasts;
  1. Letter dated 21st March 2006 from the Treasury and Resources Scrutiny Liaison Officer containing a report dated 23rd March 2006 on the Format and Content of the States Business Plan;
  1. e-mail correspondence, dated 22nd March 2006, to the Treasury and Resources Scrutiny Liaison Officer regarding the scrutiny of the States Business Plan and Budget.

Fiscal Strategy

The Panel considered the following issues -

  1. Expert Adviser - The Panel received an update report on the search for an adviser.

It  was  agreed  that  the  proposal  received  from  Chilterns  Tax Consultancy was too expensive.

The Panel and noted that firm expressions of interest, together with CVs had been received from two university professors with relevant experience. It was agreed to invite both candidates to meet  an  appointments  group  on  3rd  April  2006  in  order  to discuss  the  role  of  adviser.  This  group  would  comprise  the Chairman, Senator Perchard plus up to two co-opted persons with  knowledge  of  the  local  fiscal  environment  to  provide independent expertise to advise the Panel's choice of adviser

  1. Conversations with local contacts - The Panel noted that two groups had responded to date to the Panel's invitation to discuss the Fiscal Strategy.

Chief Minister - first quarterly meeting

The Panel agreed to meet at lunchtime on 28th March 2006 in order to discuss its questioning strategy for the meeting with the Chief Minister on 30th March 2006.

Age of consent review

 

Item 6 The Panel gave further consideration to the draft report on the

16.03.06 Sexual  Offences  (Jersey)  Law  200- and  made  a  number  of amendments to the text.

The Panel noted an e-mail from the Home Affairs Minister, dated 22nd March 2006, relating to the timetable for preparation of abuse

of trust legislation.

The Scrutiny Officer was requested to prepare a revised copy for SP the  Panel's  final  consideration  on  24th  March  2006  prior  to

presentation to the States on the agreed on 28th March 2006.
