1.

Minutes The Sub Panel noted the minutes from the meeting held on 12th May 2006.

Zero/Ten Design Proposal The Sub Panel discussed the way forward for its review, based upon the key issues raised in the briefing paper prepared by Richard Teather.

The Sub Panel identified a list of questions it wished to have addressed by both Richard Teather and the Treasury, before it progressed any further with its enquiries. The Sub Panel also agreed  that  it  would  like  part  of  its  research  to  include  a comparison between the tax proposals in Guernsey; the Isle of Man,  Gibraltar  and  Jersey  to  highlight  the  main  differences between the proposals for the four jurisdictions.

Submission from Mr P Turner

The  Panel  considered  this  submission,  and  requested  for  the officer to ask Richard Teather to consider the questions raised in the  letter  regarding  the  risk  of  over  regulation  and  excessive powers for the Comptroller of Income Tax.

Public Hearings

The  Sub  Panel  agreed  to  cancel  the  public  hearings  it  had

provisionally arranged for the 27th/28th June, as it was agreed these dates would  be premature given the consultation  period

would not have ended by this time. It was therefore agreed to hold public hearings on the following dates:

Thursday 13th July 2006

Friday 21st July 2006

Friday 4th August 2006 (provisional)

Friday 15th September 2006

The Sub Panel agreed to invite John Shenton (Ernst & Young) and

John Riva (KPMG) to attend the public hearing on Thursday 13th July, to answer any technical queries raised by the Sub Panel

concerning the design proposal.

Future meetings

 

The Sub Panel agreed to arrange a future meeting schedule once Richard Teather and the Treasury had provided it with answers to the questions it had raised.

Item 3 Visit to Guernsey

12.05.06 The Sub Panel was informed that the States of Guernsey would be debating the future economic and taxation strategy on June

28th 2006. The Sub Panel agreed that as it had been informed SP that  this  debate  could  last  for  three  days,  it  would  be  more

beneficial to request access to a transcript of the debate, and to SP arrange  a  meeting  with  both  the  Treasury  Minister,  and  the

Scrutiny Panel in Guernsey to discuss their proposals early in July 2006.

Visit to Isle of Man

The Sub Panel agreed to defer this visit until it had received the comparison  document  from  Richard  Teather  outlining  the differences between the tax proposals in Guernsey; the Isle of Man, Gibraltar and Jersey.

Meetings with Treasury

The Sub Panel was informed that the Treasury and Resources Minister would be meeting the Chamber of Commerce on 13th SP

June 2006 to discuss the 0/10 Design Proposals. It was agreed

that the Treasury should be contacted to request for the Chairman

to  attend  this,  and  any  subsequent  meetings  being  held  with stakeholders and interest groups.

Letter from Jersey Finance

The Sub Panel noted a letter from Mr D Wild, Technical Director, Jersey Finance, received on the 5th June 2006, in response to the

0/10  call for  evidence. The Sub Panel was informed that the Chairman had spoken to Mr G Grime, Chairman of the Jersey Finance Fiscal Strategy Group, and that it would receive a copy of their submission as soon as possible.
