1. | Structure for the Review Report on the impact of the fulfilment policy on the incorporation of Jersey Post. The Panel discussed in detail the structure of its report and agreed the general format to be applied. It identified the evidence and quotes to be included and highlighted areas that required further information. The Panel agreed that it must address issues of viability, remuneration, competitive practice, the role of the Comptroller and Auditor General in any future cost benefit analysis, protection of the Universal Service Obligation, the primary duties of the Jersey Competition Regulatory Authority and the impact on revenue of the new policy. The Panel agreed that it would be necessary to hold informal meetings to develop and finalise its report. It requested that meetings be arranged on the 15th, 17th, 19th and 22nd May 2006. | NF CLQ |
