The minutes of Meeting No. 21 (18th July), Meeting No. 22 (20th July) Meeting No. 23 (24th July) and Meeting No. 24 (26th July) 2006 were approved.

Legal Advice

The Panel recalled that it had retained Advocates Hanson and Renouf to assist with answering questions relating to the Fulfilment Review that H.M. Attorney General was not in a position to assist with.

The Panel was informed that this advice would be forthcoming in approximately ten working days.

It noted that it would be billed at a rate of £250 per hour and that the number of hours required will be approximately 15 to 16, at a cost not exceeding, £4,000 in total.

Transcript of Public Hearing 26th July 2006

The Panel was informed that it had been necessary to review the transcripts of this hearing in its entirety due to the large number of comments that were recorded as inaudible.

This process had been half completed, and the Panel was provided with an example of the level of amendment that was needed.

Officer undertook to provide e-copies of the amended transcripts to the Panel as soon as possible.

Fulfilment Report

The Panel noted that discussion on this matter would be curtailed by the lack of a transcript (see item 3). However, it had developed a number of prospective conclusions, and the production of the final report was to begin in the near future.

Officers were directed to undertake the following-

 

Inquire if any new applications for fulfilment companies had been submitted to the Regulation of Undertakings Office; and NJF

Obtain  details  of  the Jersey  Electricity  Company's  e-commerce activities. NJF
