Minutes

The Minutes of the meeting held on 25th August 2006 were approved and signed by the Vice-Chairman.

The  Panel  received  the  notes  of  the  meeting  between  the  Vice- Chairman, Deputy Lewis and Promar on 18th October 2006.

The  Panel  was  informed  that  the  meeting  had  been  productive, although it had not raised any unexpected new issues.

It was noted that the Jersey Milk Marketing Board was not satisfied with certain elements of the report that were seen as critical of its performance. It intended to submit a rejoinder to the draft to be considered prior to the finalisation of the report.

The Panel considered that it would be advantageous to hold a public hearing in the near future, notwithstanding any possible changes to the schedule of Promar and the executive after the withdrawal of P.65  and  P.69/2006  due  to  the  receipt  by  the  Treasury  of correspondence from the family of T.B. Davis in South Africa. This was provisionally to be on 2nd November 2006, with a meeting with Promar to be held on 1st November 2006.

The officers were directed to-

Contact the Chief Minister and the JMMB request their attendance at the Promar meeting on 1st November.

Request a copy of the correspondence from the family of T.B. Davis in South Africa. If this was not available, to explore other options to obtain a copy including making preparations to contact the family directly.

Arrange a meeting with the Managing Director of the Dairy and the Director of the JMMB to discuss their response to the draft Promar report.

Request  a  response  from  the  Royal  Jersey  Agricultural  and Horticultural Society to the draft Promar report.

Contact  the Chief  Minister,   Connétable  Fisher  (as  Assistant Economic Development Minister), the Managing Director of the Dairy and  the  Director  of  the  JMMB  to  request  their  presence  at  the aforementioned public hearing.

Write to all dairy farmers (through the Jersey Dairy) to inform them of the public hearing and seek submissions or attendance.

Draft a list of questions to witnesses for consideration

Determine from the Treasury when the projets were to be returned to the States.

Request  details  of  any  schedule  changes  by  the  Executive  and Promar in light of the withdrawal of P.65 and P.68/2006.

Request information from the Economic Development Department as to the future funding of school milk.

Inquire if any studies have been undertaken locally by the acting Medical  Officer  of  Health  or  others  into  the  effects  of  milk  on children's development.

Determine if workers at the Jersey Dairy were provided with free milk.

The  Panel  considered  a skeleton' draft  of  the  report  for  layout purposes. The Panel was of the opinion that the layout would have to be carefully considered given the unique purpose of the review as consideration of work carried out by another body.

The  Panel  discussed  future  meeting  dates,  and  agreed  to  save further planning until the Chairman had returned and preparations had been made for the hearing and meeting as detailed in Item 3, above.
