Matters Arising

The Chairman informed the Panel that the date of debate for the projet entitled Fulfilment Industry Policy' (P.158/2006) lodged by the Panel had been put back from 16th to 30th January as the Economic Development Minister was unavailable.

The  mobile  recording  system  for  Public  Hearings  was  to  be purchased  from  the  general  Scrutiny  budget,  and  would  be available in early 2007.

Dairy Review – Update

Deputy Breckon informed the Panel that the dates for the Dairy Sub-Panel's Public Hearing had been finalised as 11th, 12th, and 13th December. The Panel intended to interview 15 witnesses in 14 groups over 3 days.

The Dairy Sub-Panel intended to release the draft Promar report into the public domain in order to ensure that the witnesses to the hearings  had  been  given  sufficient  opportunity  to  study  the contents. The report had not been released due to commercially sensitive information. Jersey Dairy had provided a list of information that it considered sensitive, and the Panel had called upon the Chief Minister to adjudicate upon a difference of opinion with Jersey Dairy as to where commercial sensitivity ended and criticism began.

Milk  Marketing  Board  and  Promar  consultants  concerning  the conclusions. The report contained references to farmers as subsidy aware', amongst other things, and some of the phraseology used had been challenged.

Deputy Breckon confirmed that were the provisional public hearing dates for the Dairy sub-Panel.

In respect of those hearings, the Panel agreed to make funds to the sum of up to £5,000 available to the Economic Affairs sub-Panel (Dairy  Review)  as  necessary  for  recording,  transcription,  and sundry expenses.

4. Mobile Recording System

The Panel considered a report detailing the purchase cost of a mobile recording system.

The Panel noted that the acquisition of such a system would allow the Panel and other to hold hearings in areas around the island, many of which were more suitable for large groups of attendees than the rooms in the States building. This would also allow the panels to more easily hold hearings in the evenings, which it was hoped would improve attendance.

The Panel decided that it would be appropriate for the Chairmen's Committee  to  undertake  such  a  purchase.  The  Chairman  was therefore delegated to approach the Chairmen's Committee with GS the matter, and recommend such a system be purchased.
