McLean accompanied by Mr. K. Le Masney, Economic Development Liaison Officer to discuss the future work programme
of the Panel.
The purpose of the meeting was to provide a basis for constructive and positive working relationships between the Panel and the Departments under the responsibility of the Minister.
The meeting accepted that the introduction of Scrutiny had had a huge impact on resources. It was also recognised that good dialogue at a political and officer level could significantly improve the efficiency of the process. It was suggested that in order to obtain the most benefit from the Scrutiny process and to provide it with the opportunity to add real value to issues it should be given access to areas of policy in the making and become involved in issues of interest at an early stage. It was agreed that a monthly or six-weekly briefing meeting would be beneficial for all concerned and would provide an opportunity for an exchange of information on forthcoming matters.
The Chairman agreed that he would take the issue of report recommendations and key findings being withheld from Ministers until reports were presented to the States, or propositions were lodged au Greffe' to the Chairmen's Committee to seek its views on changing the current practice. Possible subjects for future consideration were discussed. It was agreed that an open and communicative approach to working should be adopted.
