The Panel noted that legal advice from Advocates Hanson and Renouf  had  not  yet  been  received.  The  Scrutiny  Officer  was instructed to obtain a progress report.

Transcript of Public Hearing 26th July 2006

An edited transcript was circulated to Panel members. The Panel noted that several answers given by the Minister for Economic Development were arguably equivocal. Individual Panel members were to pass on further questions or points of clarification to the Chairman, who would instigate the necessary enquiries through the Scrutiny Office.

Fulfilment Report

The Panel was advised that it might only be able to call upon one officer in the coming week to support its ongoing work and that the availability of officer support in the short to medium term was less than clear. The Chairman was invited to make contact with the Scrutiny  Manager  in  order  to  discuss  options  for  facilitating progress on existing reviews.

Digimap – Referral by Senator B.E. Shenton

The Panel was advised that Senator B.E. Shenton had referred to the Environment Panel a complaint from a cartographer working in the private sector. It was understood that the complainant objected to  what  he  believed  was  the  ongoing  creation  of  a  States sponsored  monopoly  in  mapping  products  and  services  in  the Island. The Scrutiny Manager, having noted that the matter was possibly  of  relevance  to  both  the  Environment  and  Economic Affairs  Panels,  had  informed   Deputy  G.P.   Southern  of  the complaint.

The Panel noted that the Environment Panel would be inquiring into  the  matter  as  part  of  its  ongoing  review  of  the  planning process. It decided to request that the Environment Panel forward copies of any documentation received in order that the Panel could assess whether any competition related or any other economic aspects of the complaint were worthy of investigation.
