SOCIAL AFFAIRS SCRUTINY PANEL Meeting held on Monday 23rd January at 9:30am

2. | Meeting with the Minister for Housing Senator T.J. Le Main, Minister for Housing, Deputy J. Hilton, Assistant Minister for Housing, Mr. C. Mavity, Director of Estate Services, and Mrs. D. Caunce, Director of Tenant Services attended upon the Panel. The Chairman welcomed the Minister and other members of the delegation and explained the purpose of the meeting. The delegation from Housing outlined their 2006 work programme. The Minister for Housing confirmed that Mrs. Caunce was the nominated Scrutiny Liaison Officer and should be first point of contact. The Minister undertook to forward a diagram of the Housing Department structure to the Panel. The Panel discussed the Housing Trading Organisation proposals and it was confirmed that all new States members would be invited to a presentation by the Housing Department in February 2006. A separate presentation for the Scrutiny Panel detailing these proposals was arranged for 2:00pm on the 30th January 2006 at the Housing Department. 3. | To identify potential review topics arising from the meeting with the Minister for Housing As a result of the discussions with the delegation from the Ministry for Housing the Panel noted the following areas as potential topics for review: Housing Trading Organisation proposals An enhanced level of service for elderly tenants Tenant Participation/Tenant Forum Fuel Poverty Rent Structure Re-branding of States Tenants |

4. | Public Suggestions The Panel agreed to co-ordinate a call for public suggestions for reviews through the Chairmen's Committee. | Chairman |

6. | Consideration of other business
The Panel discussed the referral of the Sexual Offences (Jersey) Law to the Scrutiny Panel for consideration of conducting a review. The Panel confirmed the following decisions made at Scrutiny Training on Friday 20th January 2006: to request from Home Affairs all background information that they had considered in bringing forward their proposals; to request the legal advice given by the Law Officer's Department to the former Legislation and Home Affairs Committees; to request an opinion from the Law Officer's Department in respect of the legal | CA |

d) The Panel noted the Budget developments concerning transcription.
7. Future Meetings
The Panel noted the next meeting would take place
on 26th January 2006. It was agreed that future Panel meetings should be held at venues in locations
other than Le Capelain and Blampied Room and in AP other locations across the Island and Deputy Pryke
undertook to enquire about the availability of Trinity Parish Hall for the next meeting.
