Matters arising from minutes of 23rd December 2005 Public access

The Panel confirmed that its first public meeting should be held on the evening of Thursday 2nd February 2006 and that the meeting should  be  held  either  in  the  parish  hall  of  St.  Clement  or   St. Saviour ,  or  at  the  Communicare  centre  in  St.  Brelade.  It  was clarified that the purpose of the meeting would be to obtain public input on the matter of potential review topics. With regard to the location of future public meetings, the Panel instructed its officers to write to all Parish Secretaries requesting details of the availability of parish halls throughout the year.

Turning to the publication of agendas, the Panel agreed that it should  subdivide  agendas  into  Part  A  (open)  and  Part  B (confidential). It further agreed that the former should be published via  the  States  Bookshop  and  made  available  to  media organizations on request.

Matters arising from minutes of 10th January 2006

Attendance of Senator F.E. Cohen, Minister of Planning and Environment

The Panel recalled that an exhibition entitled Planet Jersey' was to

be held on Friday, Saturday and Sunday 10, 11 and 12 February, 2006 at  the  Royal  Jersey  Agricultural  and  Horticultural  Society centre,   Trinity  and  that  it  would  be  hosted  by  the  Jersey Environment Forum. Deputy R.C.  Duhamel  advised that he had secured space for the Panel at the event and the use of a table and board for the presentation of material. It was agreed that Panel members should attend the event in rotation and that material put on display should include copies of the report on the draft Water Resources (Jersey) Law 200-, a poster outlining the purpose of Scrutiny  and  the  terms  of  reference  of  Scrutiny  Panels,  and  a comments book.

With regard to the production of an environmental resource pack for

distribution to schools, the Panel noted that a copy of the draft pack had not been made available. The Panel reaffirmed its intention to review  the  content  of  the  pack  with  a  view  to  scrutinizing  the accuracy and objectivity of the content and it instructed its officers to repeat the request that a copy be made available as soon as possible.

4 Work programme

The Panel commenced consideration of possible topics for review in 2006.

Deputy G.C.L. Baudains proposed reviews of the Planning process and the Building Bye-Laws 2004, as well as a further review of the draft Water Resources (Jersey) Law 200- (P.206/2005). Deputy S. Power proposed a further review of the Solid Waste Strategy with particular emphasis on recycling and waste processing technology. Deputy R.G. Le Hérissier proposed a review of the Strategic Travel and Transport Plan (P.174/2005).

Having considered submissions in respect of each topic proposed, the Panel agreed that it would be inappropriate to carry out further reviews of the draft Water Resources (Jersey) Law and the Solid Waste Strategy in the short term. With regard to the former subject, the Panel determined that it should seek to confirm the progress made  by  the  Minister  and  his  department  in  implementing  the recommendations made in the relevant Shadow Scrutiny report. Regarding the latter subject, the Panel considered that it should first establish when Deputy R.C. Duhamel would be permitted to submit a report to the Waste Strategy Steering Group on the matter of whether certain companies previously excluded from the process should be returned to the list of tenderers.

The Panel deferred further consideration of this item to its next meeting.

The  Panel  noted  that  a  training  session  concerning  work programming had been arranged for Friday 20th January 2006 in the States Building.

6 Next agenda

The  Panel  agreed  that  it  should  continue  to  consider  topic proposals for inclusion in the work programme for 2006 at its next meeting.

7 Date of next meeting

The Panel noted that the next meeting would be held at 09.30 am on Tuesday 24th January 2006 in Le Capelain Room, States Building.
