1 (16.03.06 Item 3) | Draft Strategic Plan 2006 – 2011 The Panel resumed consideration of the draft Strategic Plan 2006 – 2011 and received a draft briefing paper, dated 20th March 2006 and prepared by the Scrutiny Office, summarizing its views as expressed at the previous meeting. It was agreed that the Panel should not consider the draft report as it had not been prepared quickly enough. The Panel made a series of observations concerning draft Commitments 5 and 6 and the chapter entitled Focus on Young People'. It subsequently instructed its officers to produce a revised draft briefing paper for the Chairmen's Committee and copied to the Corporate Services Panel, incorporating the additional comments made. Crowcroft of St. Helier had lodged au Greffe' a proposition entitled, Composting Facilities at La Collette II – approval by States Assembly' (P.31/2006 refers). The Panel considered that the proposition had significant implications for its ongoing waste recycling review. Were the States to reject the proposition, it was understood that the Minister of Transport and Technical Services intended to press ahead with procurement and implementation of a composting plant at La Collette II without first considering any relevant evidence obtained in the course of the Panel's investigations.
