1 Projet 45/2006 None

The Panel convened specifically to discuss the approach it was to take on Projet 45/2006. Whilst considering how to deal with the location of the future Waste Plant without knowing what the plant was to be, the Panel deliberated on what outcome it desired for the Projet.

The following points were discussed -

  1. Part one of Deputy Duhamel's amendment which made reference to the States' Act dated 13th July 2005, agreeing that the then Environment and Public Services Committee, be charged to fully investigate alternative and conventional technologies to provide a final disposal route for the residual waste following the implementation of the systems and facilities agreed for the recycling and composting of waste. The then Committee  was  further  charged  to  recommend  a preferred solution for a replacement of the Bellozanne incinerator  to  the  States,  with  an  accompanying cost/benefit  analysis,  environmental  and  health impact assessment, no later than December 2008; and  to  agree  any  such  technologies  for  the  final disposal route for the residual waste.
  2. Part  two  of  the  same  amendment  requiring favourable  Strategic  Environmental  Assessment,  to be received and endorsed by the States.
  3. Why the debate was taking place at this time
  4. Whether a deferral would be possible

The above issues had been considered prior to the Panel being able to formulate a structured and cohesive plan for presentation to the States.
