The  Panel  considered  a  report  from  the  Planning  and Environment Department entitled Discharge Permits/Certificates.

Items to Note

The Panel noted the following items

  1. Marine fuel excise duty;
  2. Evaluation of reviews ;
  3. Amendment  to  Road  Traffic  (St  Helier) (Jersey) Order 1996 .

Items i) and iii) were noted. Item ii) was noted with the Panel having agreed to the creation of forms by the Scrutiny Office to assist in the evaluation of the review procedure.

Work Programme – Design of Homes

The Panel received an oral update from Deputy S. Power who reconfirmed that the review was to look at mediocrity of design, what had been permitted and what had been built in the past.

It was noted that Mr. D. Mason, Architect had written to the Panel regarding the proposed series of visits to housing developments in London, Milton Keynes, Malmo and Vienna. He proposed that he undertake a dry run to make arrangements for the Panel from July 12th through to the 17th. He would report back to the Panel

with a  proposed itinerary. A  fee  of £500  was required  by Mr Mason as recompense for loss of earnings and time expended on the  venture.  This  was  agreed  by  the  Panel.  The  Panel  also accepted the proposed timing for the two trips, being the end of July and beginning of August for the first visit and about the 11th

September for the second. The exact dates were to be confirmed.

 

The Panel noted that there were three months to the Architectural Show where it had committed to present its Design of Homes exhibition relating to the size of rooms.

5 Work Programme –Planning Process

(Item 6 The Panel noted that the Lead Member for this review, Deputy 15/06/06) G.C.L. Baudains was indisposed due to personal reasons which

had resulted in a delay on further work being done on the review. The programme of hearings was to go ahead as planned and Deputy Baudains would attend.

In  consideration  of  the  hearing  of  23rd  June,  the  Panel  was content  with  the  procedures  adopted  but  accepted  that  more

comprehensive  preparatory  work  at  the  pre-meeting  for  the

hearing of 7th July 2006, would be advantageous.

6. Work Programme – Waste Recycling

(Item 5 The Panel received an oral update from Deputy R.C. Duhamel, 15/06/06) that the Connétable of St Helier had been requested to expedite

the St. Helier Zero Waste Trial' in order that the figures obtained could be used in the review.

The  Panel  discussed  the  changing  of  opinion  in  relation  to recycling expressed in the House during the debate on Tuesday

27th June 2006 relating to the location of the island's new waste

(Item 8 plant. (Projet 45/2006)

01/06/06) The Panel accepted that more proactive publicity was required in

line with agreements from previous meetings. The Panel agreed RD / MR that a summary of the gains made so far should be prepared for

the  media  including  what  the  Bellozanne  plant  was  currently

burning and what could be separated with comparative ease.

Deputy Duhamel requested that the Panel approve the renting of

a Sonic Implosion Machine which would reduce glass to small,

safe particles at a cost of £250 per month. The machine was to be RD used to assist in a publicity campaign for the recycling of glass.

This would support the examination of review terms of reference numbers 1, 3 and 5. The Panel agreed to this course of action,

with the proviso that it was accompanied by a structured public relations campaign and the systematic promotion of alternative technologies.

The Panel considered the invitation of companies dealing with the MR production  of  composting  units  to  facilitate  a  show  of  their products in the island. The Panel agreed and suggested that the

most suitable location would be the Royal Jersey Agricultural and Horticultural Society premises in Trinity . The Panel considered

that the end of August or beginning of September would be an appropriate  time  for  this  function  and  tasked  the  officer  with making enquiries with the companies and venue.
