2 (24.01.06 Item 7) | Strategic Travel and Transport Plan The Panel recalled that Deputy G.W.J. de Faye, Transport and Technical Services Minister, had made a statement to the States Assembly that day advising that the Council of Ministers had approved the Strategic Travel and Transportation Plan (P. 174/2005) as a high level framework document on which to develop some specific and detailed proposals for a number of key areas, namely buses, (including the provision of bus shelters), taxis and parking. It was further explained that detailed proposals would be developed within 3 months and that the Minister intended to work with Scrutiny to achieve this target. Concerns were expressed that, depending on the nature and scale of the policies proposed, the timescale as outlined might be optimistic. (24.01.06 Item 11) | Public Meeting – St. Clement s Parish Hall The Panel discussed arrangements for the forthcoming public meeting to be held on Thursday 2nd February 2006 at St. Clement s Parish Hall . It was agreed that the meeting would operate as an informal discussion forum. The Chairman would outline the rôle of the Panel. He would also encourage input from those attending concerning the Panel's proposed work programme for the coming year and invite other members of the Panel to answer questions from the floor. 4. St. Helier Waterfront
(24.01.06 The Panel formed the view that Senator F.E. Cohen, Planning
Item 9) and Environment Minister, was keen to adopt a cooperative
approach to the St. Helier Waterfront. Although the Panel
agreed that cooperation might well be productive, it expressed
the view that it would be reluctant to become involved unless it
was agreed that objective consideration would be given by both
parties to all schemes proposed from the year 1987 onwards. A
thorough review of all previous schemes and proposals was considered necessary in order to determine whether the
direction taken by the States and, latterly, the Waterfront Enterprise Board, had been, or remained, appropriate. In
addition, the Panel questioned whether consultation on the
report produced by Sandover Associates entitled, Draft Supplementary Planning Guidance on Tall Buildings for the St.
Helier Waterfront' would produce satisfactory answers to all RD / MR outstanding questions concerning the development process.
The Panel agreed that the Chairman would write to the Planning and Environment Minister requesting clarification on whether that Minister considered that there were flaws in the existing planning process for the Waterfront. It further agreed that the Minister should be invited to explain whether, in his view, public consultation on the Waterfront issue might be improved.
