1 (30.03.06 Item 6) | Examination of Proposition P258/2005, The purpose of the meeting was to examine P.258/2005, "Composting Facilities" submitted by Deputy P.V.F. Le Claire along with the comments in relation to them. Deputy Le Claire was welcomed to the meeting and to assist in considering the objectives the Panel wished to establish, he was invited to explain the proposition along with his reasons for it. Deputy Le Claire informed the Panel that the proposition was lodged au Greffe in November 2005 because members of the public had brought to his attention a high incidence of reported illness, which was suspected to be linked with the composting facility operating at La Collette. Meetings with the Assistant Director of Health Protection Unit had failed to satisfy the Deputy that the matter was being dealt with expeditiously. The intention in bringing the proposition was that from contact with all the Parishes, perhaps three sites could be established for composting in various extremes of the island. The Deputy accepted that a significant amount had happened in relation to composting since he lodged the Proposition. This led the Panel to a general discussion surrounding the nature of any review the Panel may wish to undertake relating to this issue. The Panel discussed each item within the Proposition along with selected sections of the comments from Deputy G. W.J. De Faye, Minister for Transport and Technical Services, the Senator F.E. Cohen, Minister of Planning and Environment, and the Comité des Connétable s. At the conclusion, the Panel and Deputy Le Claire were in accord that the Chairman would make a statement in the House embracing the good work done by Deputy Le Claire, pointing out that the Deputy had been in the vanguard of the composting issues and his determination had brought forward measures and understandings since that time. Within the Waste Review, the Terms of Reference allowed the Panel to examine issues raised within the proposition. Deputy Le Claire withdrew from the meeting. | RD. |
