  1. Notes of Meeting 2 – approved: permission was given for the Chairman to sign the file copy when this became available.
  2. Receipt of Notes of Visit to Overdale Hospital on 18th August 2006 – the Sub-Panel had not had to wash their hands whilst visiting the Samarès Rehabilitation Unit despite signs indicating all visitors must do so.
  3. a) Public Hearings – the following would be invited to attend on 4th October 2006:
  • Family Nursing and Home Care*
  • Jersey Care Federation
  • Jersey Association of Carers
  • Dr. M. Richardson, Consultant Physician, Care of the Elderly
  • Royal College of Nursing and Jersey Nursing Association (to be called at the same time)
  • Mrs. C. Blackwood, Registration and Inspection Manager
  • Silver Springs Care Home

*If representatives of Family Nursing and Home Care were unable to attend, an invitation would be sent to Age Concern Jersey.

  1. Hearings would begin at 10:00am with an average of 45 minutes allotted for each Hearing. The Sub-Panel would meet from 9:30am to 11:00am on 28th September 2006 to prepare questions. A draft question plan would be prepared for this meeting.
  2. Senator S. Syvret, Minister for Health and Social Services, would be invited to a Hearing in the morning of 13th October 2006. This would effectively represent the end of the evidence- gathering section of the review.
  3. Written questions would be sent to Dr. Richardson and Mrs. Blackwood in anticipation of their Hearings. Checks to be made of the protocol regarding the potential appearance at Public Hearings of officers without political accompaniment.
  1. Correspondence would be sent to Mrs. I. Le Feuvre MBE to invite her to make a written submission.
  1. Methodist Homes for the Aged (Jersey) was identified as a potential source of information pertinent to the review.
  2. Sub-Panel met Mr. J. Corbet and received a written submission from him.
  3. Sub-Panel met Miss. D. Simon and Mrs. J. Dingle.
  4. Sale of Four Seasons Healthcare – Consideration was given to the benefit of investigating this matter.
  5. Potential Sale of Parts of Overdale – The Minister had advised the Sub-Panel during its visit of 11th September 2006 that no part of Overdale Hospital was due to be sold off. Comments made at the Public Hearing on 14th September 2006 would suggest that the Minister could make no assurance and that the decision was for the States to make.
  6. The following questions were identified:
  1. What is the notional value of the land (occupied by Leoville and McKinstry Ward s) on the Overdale site?
  2. How much has been spent on maintenance of Leoville and McKinstry Ward s over the last ten years?
  3. What development plan currently exists with regard to Leoville and McKinstry Ward s?
  4. What maintenance plan existed before this decision was made to transfer patients?
  5. What work was done on this plan?
  6. What maintenance plan will be implemented now that the transfer will occur?
  7. What factors must be taken into account when undertaking a financial assessment of the sort undertaken by the Department of Health and Social Services?
  1. Copy of Connétable A.S. Crowcroft 's amendment to States Resource Plan 2004 - 2008 (P.118/2003) to be forwarded to the Sub-Panel.
