  1. The membership of the Sub-Panel was confirmed as follows:
  • Deputy A.E. Pryke
  • Deputy S.C. Ferguson
  • Deputy D.W. Mezbourian
  • Deputy R.G. Le Hérissier
  • Deputy S. Power
  1. Deputy Pryke was elected Chairman of the Sub-Panel. In his absence, Deputy Le Hérissier was elected Vice-Chairman.
  2. The Draft Terms of Reference (ToR) were amended. The amended ToR would be sent to Deputies Le Hérissier and Power for comments, before forwarding to the Chairmen's Committee and Minister for Health and Social Services (in that order).
  3. Deputies F.J. Hill BEM, J.A. Martin and S. Pitman (as Chairman and members of the Social Affairs Scrutiny Panel respectively) would be copied in to the Sub-Panel's correspondence.
  4. Consideration was given to the Scoping Document. A number of potential witnesses were identified and added to the list of those who could be called to attend a Public Hearing. Each potential witness would be invited to make a written submission prior to being called to a Hearing.
  5. Call for Evidence - placed in the Jersey Evening Post on Friday 1st and Friday 8th September 2006. The advert should appear in the Notices section of the paper if possible. Consideration was given to the wording of the advert and whether a telephone number should appear on the advert. A number had not appeared on previous calls for evidence made by the Social Affairs Scrutiny Panel. Enquiries to be made into the feasibility of establishing a separate line for the review.
  6. Deputy Hill was due to inform all States Members, as well as the media, that a review of Overdale would occur. The media should not yet be informed but a media release would be made in the week beginning 21st August 2006. The media might learn of the review before this time due to the fact that Scrutiny agendas and minutes are generally open to public

access.

  1. The next meeting - 9:30am on 23rd August 2006 in Le Capelain Room.
  2. Potential site visits as follows:
  1. Overdale: In the morning of Friday 18th August 2006
  2. Sandybrook: In the morning of Tuesday 5th September 2006
  3. Silver Springs On Tuesday 5th September 2006 (following the visit to Sandybrook)
  1. Public Hearings were likely to occur at the end of September.
  2. The following information should be requested from the Department of Health and Social Services:
  1. The current cost for one person to remain in the following locations:
    1. Leoville and McKinstry wards
  1. The Limes
  2. Sandybrook
  1. The present policy in place for people receiving benefits who entered residential/nursing homes
  2. Indication on whether a goods and services tax (GST) will be placed on nursing home and medical services
  3. Criteria used by the Department of Health and Social Services to assess whether a person would be suitable to be cared for in the private sector
  4. Copy of the assessment form used for the reviews of patients in Leoville, McKinstry, the Limes and Sandybrook
  5. Copy of the ongoing assessment form to be used for patients (if such a form existed)
  6. Information on the financial assessment undertaken on patients
  7. Information on when, and how, the decision was made to close Leoville and McKinstry Ward s
  8. Minutes of meetings of the Long Term Care Project Group
  9. Indication of the information required from private sector homes when they made an application to the Department of Health and Social Services to provide beds
  10. Copy of the Service Level Agreement between the Department and private homes
