1. Newsletter "Scrutiny Matters" No. 2

The  Committee  recalled  that  Scrutiny's  first  newsletter  had been circulated in March 2007 and that it had originally been agreed that this would be a biannual event.

The Committee revisited and reconfirmed that latter decision.

On recalling that the Environment Panel had not contributed to the  first  newsletter,  assurance  was  sought  from  the  Panel Chairman that that Panel would be prepared to contribute to a second newsletter. The Committee agreed that Scrutiny needed to put a positive, united front to the public and in order to achieve  this,  all  Panels  would  need  to  participate  in  the newsletter.

Consideration  was  given  to  the  rôle  of  the  Privileges  and Procedures Committee (PPC) with regard to public engagement on behalf of the States, the Council of Ministers, Scrutiny and PAC under Standing Order 128 (g). The Committee agreed that Scrutiny had an important rôle to play in itself engaging with the public and Deputy Gallichan, a member of the PPC, advised the Committee that PPC did not interpreted that Standing Order in that way.

The Committee also noted that the Scrutiny budget was the responsibility of the Privileges and Procedures Committee but was overseen by the Chairmen's Committee in accordance with Standing  Order  143  (b).  Notwithstanding  the  fact  that  the Committee had allocated specific amounts to individual Panels, the Committee was responsible for the allocation and did have, therefore, ultimate control.

Noting that contribution from all Panels was required and that the Environment Panel was the only Panel which had concerns,

 

it was agreed that the Chairman, Environment Panel would discuss  the  matter  with  the  Panel  at  its  next  meeting  and accordingly advise the President of the Panel's decision.
