1. | Orchid Communications The Panel welcomed Mr E Egglishaw from Orchid Communications to its meeting, to discuss the Panel's preferred way forward for raising its profile, and improving its public engagement. Mr Egglishaw explained that Orchid Communications had been commissioned to put together a report reviewing their work to date, in time for the away day on the 22nd May 2007. The Panel agreed that initially it was important for Orchid to focus in raising the general profile of Scrutiny. However, the Panel would ultimately now welcome Orchid dedicating more time to raising the profile of specific issues that the Panel is working on, such as the presentation of reports and Public Meetings. It was noted that the Chairman would be requested to feedback the Panel's views of Orchid's work to date at the Chairmen's Committee meeting on the 11th May 2007. The Scrutiny Officer was therefore requested to draft a document summarising the Panel's discussions, to be circulated to all Panel members for comment in advance of the Chairmen's Committee meeting. | SP |

Review.
b. The Panel received an oral progress report from the Chairman of the Sub Panel outlining the progress for this Review to date. It was noted that the Sub Panel had now held several Public Hearings; however it would be necessary for two further witnesses to appear before the Panel before the Public Hearings were concluded. The Panel noted that the Sub Panel's initial deadline for
reporting back to the States by the 8th May 2007 had therefore been delayed slightly. It was noted that the
Minister for Treasury and Resources had been notified accordingly.
3. GST Sub Panel
The Panel received an oral progress report on the Sub Panel's Review from the Chairman. It was noted that the Sub Panel's work was now focused on the following issues:
- The treatment of financial services vehicles.
- Impôts
- The GST Regulations, which would be coming to theStates later this year.
- GST and the States
It was noted that this would require budgeting for more
time from the Panel's expert adviser. It was agreed that
the work that had been conducted by the Panel on GST to
date had been extremely beneficial, and it was therefore
agreed that a further estimate of expenditure should be provided to the Panel in order for it to be approved SP/MH accordingly.
