07.06.07 (a) Revised Waterfront Development proposals

The Panel considered notes of the meeting between the Chairman and the States Chief Executive held on 7th June 2007.

It was noted that Senator Perchard had declared a conflict of interest in the issues due to his membership of the Waterfront Enterprise Board.

The Panel was of the view that, with appropriate expert advice, it could carry out a review of the revised Waterfront development proposals focused on the commercial aspects of the development within a short timescale in time to prepare a report for the States debate which was likely to take place in September.

It requested that the Chief Minister authorise the provision of all relevant paperwork regarding the new proposals for the Waterfront development as soon as possible so that a preliminary examination of evidence could commence in advance of the Council Minister's lodging of their proposals.

The Panel agreed to give further consideration to terms of reference and the composition of a Sub Panel to take forward the review at its next scheduled meeting on 21st June.

The Chairman informed the Panel that he might have a potential conflict of interest in connexion with his business arrangements on maintenance at the Waterfront. He undertook to discuss this matter with the Bailiff and the Privileges and Procedures Committee.

With regard to the proposed Jersey Enterprise Board, the Panel's other commitments and consideration of limited resources led it to decide not to carry out a review of this proposal.
