Panel Membership –

The Panel discussed whether it wished to invite a fifth member to join the  Panel  to  replace  Senator  Perchard.   The  Chairman  agreed  to consider members that could be invited to join the Panel.

Scrutiny Newsletter –

The Panel noted that all contributions for the next edition of the Scrutiny Newsletter needed to be with the Scrutiny Manager by Wednesday 17th

October 2007. It was agreed that Deputy Egré would provide a Panel Member profile for this edition.

Strategic initiatives 6 monthly report

a. Chief Minister

It  was  noted  that  the  Chief  Minister  had  requested  for  the  Public Meeting with the Panel scheduled for the 2nd October to be postponed,

and that an alternative date would be arranged as soon as possible.

The Panel discussed its question plan for this meeting, and agreed that the issue of the Migration Policy should be discussed in private, as the Migration  Policy  proposals  had  not  yet  been  released  for  public consultation. It was further agreed that Deputy Southern and Deputy Martin  should  be  invited  to  attend  this  section  of  the  meeting  as members of the Migration Policy Scrutiny Sub-Panel.

The  Panel  noted  that  the  latest  Strategic  Plan  Progress  against initiatives report mentioned an initial study that had been conducted to identify public services that might be provided by the private sector, and agreed  that  this  document  should  be  requested  in  advance  of  the Panel's meeting with the Chief Minister.

b. Treasury and Resources Minister

It was agreed to invite the Minister to a public meeting to provide the Panel with the opportunity to discuss the following issues

- Property Holdings Department (6.2.5)

- Future of Fort Regent (4.2.4)

- States paying rates on its properties (6.1.4)

- GAAP Accounts (6.2.6)

- Private Pension Provision

States Annual Business Plan and Budget 2008 –

  1. 2008 Business Plan – The Panel noted the invitation for a private meeting with the Minister for Treasury and Resources to discuss the Panel's review into the Financial Forecasting. It was agreed that a date for this meeting should be arranged.
  1. 2008 Budget - The Panel noted an email from Mr C Haws, Head of Financial Planning, explaining that the Panel would be provided with a confidential copy of the 2008 Budget after it had been considered by the Council of Minister on the 4th October, to provide the Panel with an opportunity to consider the content ahead of the Budget being lodged on the 23rd October.
