1. Records of Meetings

The  Panel  approved  and  signed  the  record  of  its  meeting  of  29th October 2007. It deferred consideration of the record of its briefing on Event-Led  Tourism  from  Mrs.  D.  Le  Marrec,  Tourism  Development Manager, Economic Development, on the same date.

2. Policing of Events User Pays

The  Panel  requested  an  update  on  the  outstanding  requests  for submissions.

The Panel discussed its next meeting date to consider the progress of the review. It agreed to submit comments and questions relating to the transcripts of its Public Hearings prior to a meeting on 23rd November 2007.

The Panel received confirmation that the submission received from the States of Jersey Police was not a Public document.

3. Early Years

The  Panel  requested  an  update  on  the  outstanding  requests  for submissions.

It discussed the progress of current and pending actions and requested an updated Actions and Issues paper to be prepared.

The  Panel  discussed The  Mental  Health  Resource  Directory  and requested that a copy should be forwarded to Dr Hamer.

4. Code of Practice

The  Panel  considered  the  draft  Code  of  Practice  and  identified comments to be forwarded to the Chairmen's Committee.

5. HMP La Moye

The Panel noted receipt of correspondence regarding the Prison Board of Visitors from Mr R. Pittman. The Panel agreed that the matter may be considered as a possible review topic for 2008 when planning its work

The Panel deferred its consideration of the draft law.

7. Bullying

The Panel noted receipt of correspondence from the Chief Minister in i response to its letter sent on 23rd October 2007.

8. Action Updates and Matters Arising

The Panel noted the actions undertaken in response to requests made at its previous meetings with particular reference to the following:

AU4: The Panel was advised that questions to employers in relation to the Early Years review would be sent to the Economic Development Department for assistance in distribution that week.

The Panel was informed that the Chairman had emailed the Attorney General regarding the publication of his response to the Panel's report into the rôle of the Centenier in the Magistrate's Court.

It was further informed that positive feedback had been received by the Vice-Chairman regarding the Scrutiny Newsletter that had recently been publicly distributed.

11. Forthcoming Propositions

The  Panel  agreed  it  would  not  seek  to  undertake  a  review  of  the following propositions:

The Panel agreed, however, to contact the Minister for Home Affairs and the Attorney General requesting information on their responses to the  propositions,  in  order  to  inform  any  further  actions  that  it  may undertake on the matter.

12. Ministerial Decisions

The Panel noted that the following decision had been made by the Minister for Education, Sport and Culture:

13. Questions to Ministers

The Panel noted that the Minister for Education, Sport and Culture and

 

Minister for Planning and Environment would answer questions without notice at the States sitting of 20th November 2007.

14. Future Meetings

The Panel noted that it would next meet on 13th November 2007 for Public  Hearings  in  relation  to  the  Policing  of  Events User  Pays review. It was also noted that the Panel's next scheduled meeting was due to occur on 26th November 2007.
