1. Centenier's Role in the Magistrate's Court  

The Panel, with reference to Standing Orders of the States of Jersey and  Code  of  Practice for  Scrutiny  Panels  and  the  Public  Accounts Committee (P.77/2007), considered and prepared its response to a written question tabled by Deputy G.P. Southern for the States sitting of 19th June 2007. The Panel identified matters that it would wish to raise in its response and requested the Scrutiny Officer to incorporate these matters into a draft response that would subsequently be circulated to Panel Members for comment and amending.

The Panel was advised that a support service would be provided by the Scrutiny Office for its response to Deputy Southern 's written question as the question had been put to Deputy D.W. Mezbourian in her capacity as Vice-Chairman of the Panel. It was noted that such a support service would not be provided for work that could be considered to form part of any Panel Member's campaign to be elected as Chairman of the Panel.

The  Panel  recalled  that  its  meeting  of  4th  June  2007  had  been recorded. It was advised that a copy of the recording had been given to the former Chairman, Deputy F.J. Hill BEM. The Panel requested that all Panel Members receive a copy of the recording.

It was noted that the Panel would need to reconsider, and potentially revisit, earlier drafts of its Scrutiny Report.

The Panel considered the record of the meeting of 13th June 2007 with H.M. Attorney General, Mr W.J. Bailhache QC. It requested that a copy of the record be forwarded to the Law Officers' Department for eventual comment on the accuracy of the record.
