1. Orchid Communications

The Panel met Mr. E. Egglishaw of Orchid Communications. The Panel received an oral report from Mr. Egglishaw on the work  that  had  been  undertaken  to  date  by  Orchid Communications for the Scrutiny function. The Panel, with Mr. Egglishaw's  assistance,  subsequently  considered  and completed  a  questionnaire  regarding  public  engagement activity.

The Panel was advised that Mr. Egglishaw would prepare a report of the meeting and that this would be circulated to the Panel within the next few days.

During its discussions with Mr. Egglishaw, the Panel recalled that it had received a copy of the Lambeth Borough Council newsletter. It  requested  that  a  copy  of  the  newsletter  be forwarded to Orchid Communications for its information.

The Panel considered a recent press report of the meeting it had held on 14th May 2007 with the Chief Minister, Senator F.H. Walker . It agreed that the report did not appear to have given a balanced impression of the meeting. It was further agreed that the Chairman would contact the relevant journalist about the matter.

The Panel agreed that it would be beneficial, at the end of each scheduled Panel Meeting, to make a media release that would indicate the main topics covered during the meeting. The Scrutiny Officers were requested to draft a media release that could be used as a template.

2. Early Years

The  Panel  recalled  that,  in  2006,  eighteen  Scrutiny  Topic Proposal  Forms  had  been  received  in  relation  to  early childhood education and care. It was noted that the eighteen individuals responsible for the forms would be invited to make a written submission to the Panel for the Early Years Review.

 

 

3. Regulation of Investigatory Powers

 

The Panel recalled the offer, made on 30th April 2007 by the

Minister for Home Affairs, Senator W. Kinnard, of a confidential

briefing regarding the Regulation of Investigatory Powers Law.

The  Panel  agreed  to  seek  further  clarification  from  the WM/TO Department regarding the potential benefits of such a briefing.
