Item 3] The Panel noted a request had been made by Senator S. Syvret,

Minister for Health and Social Services, to receive the Scrutiny

Scoping Document for the Overdale Review.

The Panel noted that Scoping Documents were internal Panel planning documents used for the consideration of all aspects of a potential review. It further noted that the Scoping Documents were used to determine whether a review would be undertaken and (if it were agreed to undertake the review in question) for the creation and approval of the Terms of Reference. The Panel noted that the Terms of Reference represented the first public document and, as such, would be uploaded on the Scrutiny Website.

The Panel noted that, whilst there might be no particular reason why a Panel would not wish its Scoping Document to be made public, it remained a Panel working document. Therefore, Panel approval would need to be given for the document to be distributed. The Panel noted that distribution of the Scoping Document to the Minister could set a precedent for future reviews whereby automatic release of the Scoping Document would be expected.

The Panel agreed to send a copy of the Scoping Document to the WM Minister. It was noted that approval had also been received from

the Social Affairs Scrutiny Sub-Panel (Overdale Review).
