Action Updates and Documents Received The Panel agreed it would explore further the possibility of undertaking a visit to Westminster to observe a Parliamentary Select Committee. The Panel further agreed it would be beneficial to speak to Committee members and to view a House of Commons sitting. The Panel requested that a more detailed itinerary proposal be produced. The Panel also requested clarification about which budget should be used for such a trip. The Panel agreed that Members would undertake to be clearer of their support or otherwise for official Panel comment on propositions. | WM/TO |
| 3. Chairman and Panel Member Updates The Panel was advised that several Chairman's Committee meetings were imminent and that the Chairman would be unable to attend each meeting. It was agreed that Deputy D.W. Mezbourian would represent the Panel at the Committee meeting on 2nd February 2007. The Panel noted that Deputy J. Gallichan would be present at the meeting on 27th January 2007 and that the Chairman and Deputy S. Pitman would attend if other work commitments allowed then to. |

The Chairman advised the Panel that he would BH meet the Scrutiny Officer on 24th January 2007
to work on the draft report and would update the
Panel on developments.
The Panel agreed to meet on 1st February 2007 to discuss the report, subject to the States
sitting being completed. If it were not possible to meet on that date then Panel agreed to meet on
2nd February 2007.
[08/01/07, 5. Overdale
Item 3] The Panel noted that it was awaiting the official
response to the report from Senator S. Syvret, Minister for Health and Social Services. The Panel was advised of the possibility that the Sub-Panel would meet to consider the Minister's response. The Panel further noted that there had been no adverse Public response to the report since it had been presented.
The Panel noted that correspondence had been sent to Deputy A. Breckon, Chairman of the Health, Social Security and Housing Panel, to record formally that the HSSH Panel would be responsible for following up the recommendations contained in the report.

Item 8] The Panel agreed to request written information
from Senator M.E. Vibert . Minister for Education, Sport and Culture, to help inform the WM/TO focus and scope of any potential review into
Higher Education Funding. The Panel agreed
that a request would be made for written feedback to be forwarded prior to the Minister
attending the Panel meeting on 5th February 2007. The Panel agreed that the topic would
also be discussed with the Minister at the Panel WM/TO meeting on 5th February.
The Panel agreed that Higher Education Funding files would be established, as per the Overdale review.
[08/01/07, 7. Meetings with Ministers
Item 10] The Panel agreed the topics that it planned to cover in discussions with the Minister for
Education, Sport and Culture on 5th February 2007 and with Senator W. Kinnard, Minister for
Home Affairs, on 19th February 2007. The WM/TO Panel agreed that letters would be forwarded to
the Ministers outlining the topics planned for discussion.
? 8. HMP La Moye
The Panel noted that it had received Draft Prison (Jersey) Rules 200-. The Panel further noted that the rules had been tabled as a subordinate enactment (R&O 3/2007).
The Panel recalled the work it had undertaken in following up Recommendation 18 of SR1/2004 Responding to Drug Use. It noted that responsibility for this might now fall under the remit of the Health, Social Security and Housing Scrutiny Panel. The Panel agreed to seek clarification about Departmental responsibility for health services at HMP La Moye from the Minister for Home Affairs at her
meeting with the Panel on 19th February 2007. [08/01/07, 8. Youth Service
Item 7] The Panel recalled that the Terms of Reference
would possibly need revisiting ahead of a potential review of the Youth Service.
The Panel noted that it was not in a position to begin a review of the Youth Service and would consider the matter again at the subsequent meeting.
[08/01/07, 9. GP Out-of-Hours
Item 5] The Panel noted receipt of the draft report and confirmed that it would meet to consider it on
23rd January 2007.

The Panel discussed the content of its submission to the report and agreed a draft WM would be produced and distributed to the Panel
for consideration.
- Future Meetings
The Panel noted that the next scheduled
meeting would occur on 5th February 2007. The Minister for Education, Sport and Culture would
attend at 12:00pm.
